Seema Malaka aka (Poyage) is a place where monks confess any Vinaya (Rules) they have broken. This is supposedly done at a place that is surrounded by water. Even though this doesn't happen here.

If visiting during Vesak (Feast day for Buddhists during May) then be sure to wander the surrounds after dark and see the temple and city light up around you.
